Wickwar Quarry: Atkins Report
The local communities of Wickwar, Westend and Churchend are very concerned about the proposed planning applications submitted by Cemex to extend the operating times of the Wickwar Quarry. As a collective group we have struggled to raise between us enough money to commission an analysis of the existing noise data relating to the applications. This includes the two sound surveys provided by Cemex, the EHO report subsequent to the Planning Meeting of 13th September and other relevant documentation.

To ensure accuracy we have employed Atkins. Atkins are one of the world's leading providers of professional, technologically-based consultancy and support services. They are the largest engineering consultancy in the UK. The report is available for download here. In summary:

The Cemex Planning Application and subsequent EHO reports are unreliable on a number of counts:

The assessments provided do not address the quarry plant that are the subject of the planning applications (the coating plant & crushing and screening plant);
The assessments ignore the impact of traffic noise associated with the new operating times;

The recommended planning conditions are unenforceable because they do not include a noise index in the recommended limit levels;

Background levels in the area are shown to be low and MPS2 requires that noise limits should be specified to be no more than 10dB above background levels.

Noise survey data presented provides no correlating data on weather, extraneous noise events and plant operation;

Background noise levels have not been established with the Quarry operating within its current planning conditions.

Even using the data obtained under less than rigorous conditions, it appears that the Quarry is currently exceeding the limits set down in MPS2 by a significant amount!
 
We would be grateful if you would take this report into consideration when assessing the planning applications. Based on the clear professional evidence we urge you to reject the two applications at the next planning meeting.
