Escalating the Planning Applications
The following action has been proposed as a way of influencing the outcome of the planning application:
 
It is possible to ask the Government Office for the South West (GOSW) to call-in a major application for decision by the Secretary of State for Communities and Local Government.  GOSW might well refuse, leaving the decision to South Gloucestershire Councillors.  On the other hand, GOSW might direct S Glos not to issue a planning permission until they (GOSW) had fully considered the circumstances.  S Glos could go ahead and decide what they would like to do, but couldn’t issue a permission.  GOSW would then consider whether S Glos’s proposed decision was contrary to the Development Plan or raised issues that were more than local.  If so, GOSW could call the applications in and a Planning Inspector would be appointed, probably to hold a public inquiry, to consider the evidence and report with a recommendation to the Secretary of State.  She would then issue a decision, granting planning permission or not.
 
This process is complicated and may spin out the planning process. The advantages are that the planning application is spotlighted to a wider and more authorative group of officials and it gives us the possibility to have two bites of the cherry.
